The presentation of the Permanent Representative of Angola to the International Civil Aviation Organization (ICAO) and Alternate Representative of the SADC Mission to ICAO, Illasandra Isabel Coelho Faria da Silva, took place on March 13, 2025 in Montreal, Canada.

The highlight of the formal presentation ceremony for the new ICAO Representative was the presentation of her Credential letter to the Secretary General of ICAO, Juan Carlos Salazar.
The diplomat has 17 years' experience in the Civil Aviation Sector on her CV, having worked in regulatory bodies such as Legal and Regulatory Director, Head of the Human Resources Office at the now defunct National Civil Aviation Institute (INAVIC), and National Coordinator for Continuous Monitoring at the National Civil Aviation Authority (ANAC).
As part of the SADC regional rotation, Angola is now a candidate for Part III of the ICAO Council, whose election is due to take place during the 42nd General Assembly, which will run from September 23 to October 3, 2025. The Permanent Representative's mandate will be for a period of 3 (three) years.

During the meeting, a letter was handed over by the Minister of Transport, Ricardo Viegas D'Abreu, which highlights the importance of this moment for the country: "The appointment of Illasandra Isabel Coelho Faria da Silva is a significant step in strengthening Angola's presence in the International Civil Aviation community. The Angolan government expressed gratitude to ICAO for its continued support and reiterates its dedication to strengthening civil aviation in Angola and the SADC region."

This commitment by Angola is an obvious strengthening of cooperation ties with the ICAO, promoting the development and modernization of the civil aviation sector in the country, as well as actively contributing to strengthening safety and the sustainable development of the sector.
The Angolan delegation included the Chairwoman of the National Civil Aviation Authority (ANAC), Amélia Domingues Kuvíngua, the Director of the Minister's Office, Pedro Lopes, and the Consul General of Toronto in the Republic of Canada, Mateus Barros José.
ANAC's work with ICAO is fundamental to ensuring compliance with regulations and improving standards, promoting the safety and efficiency of air transport worldwide.
