CIVIL AVIATION EMPHASISED AS A STRATEGIC PILLAR OF JAPAN-AFRICA COOPERATION

Yokohama, August 2025 – As part of the 9th Tokyo International Conference on African Development (TICAD9), a high-level event was held on 20–21 August 2025 in Yokohama – Tokyo, Japan, a high-level event with the theme ‘Civil Aviation Development in Africa and Strengthening Japan-Africa Cooperation’ was held, bringing together policy makers, regulators, operators and international partners to discuss the future of aviation on the African continent.



The meeting highlighted the strategic role of civil aviation as an economic catalyst, regional integration and international connectivity, especially in a context where Africa is seeking to accelerate the implementation of the African Union's Agenda 2063 and achieve the Sustainable Development Goals (SDGs).
Among the main outcomes, it is worth pointing out the commitment to step up Japan-Africa cooperation in the civil aviation sector, promoting improved connectivity and strengthening the sector's sustainability by training African staff. Priority projects were also identified in the ATS surveillance and infrastructure financing areas, which could benefit the support of bilateral and multilateral cooperation mechanisms.
The event also reaffirmed the importance of sustainable, long-term partnerships, emphasising that the development of civil aviation is essential to transform Africa into a more interconnected, resilient and competitive continent.

ANAC was represented by a delegation led by the Administrator for Finance, Rebeca Manuel.

The event was also attended by the Permanent Representative of the Republic of Angola to the International Civil Aviation Organisation, Illasandra da Silva.
With this action, Angola reaffirms the country's commitment to connectivity and the overall development of the civil aviation sector on the continent, with particular emphasis on the region.
