ANAC STRENGTHENS ITS TECHNICAL STAFF WITH AN OPERATIONS SUPERVISION INSPECTOR COURSE

Luanda, 11 July 2025 – As part of the implementation of its 2025 Training Plan, the National Civil Aviation Authority (ANAC) held a Safety Oversight Inspector Course at the Catholic University of Angola in Luanda between 30 June and 11 July.



The training was provided in partnership with the Turkish training centre AVIASON, Ltd., and conducted by Commander Ben Nasser Charfeddine, an expert from the International Civil Aviation Organisation (ICAO) and the International Air Transport Association (IATA).
Five technicians from ANAC's Operational Safety Directorate (DSO) participated in the course, spending two weeks deepening their knowledge of crucial issues for the supervision of civil aviation operational safety.
Among the main topics covered were:
•    Legal framework for operational safety supervision;
•    The distinction between binding regulations (hard law) and flexible guidelines (soft law);
•    ICAO's USOAP-CMA system (Universal Safety Oversight Audit Programme – Continuous Monitoring Approach
);
•    State Safety Oversight System (SSO);
•    SSP – State Safety Programme;
•     Inspector training plan;
•    The development of an efficient oversight programme.

This training initiative is part of ANAC's policy of continuously enhancing its technical human capital, with a view to strengthening institutional competencies, improving the efficiency of air operations oversight and ensuring compliance with the international safety standards (SARPs) defined by ICAO.
By investing in the specialised training of its staff, ANAC reaffirms its commitment to safe, efficiency and sustainable civil aviation, actively contributing to the strengthening of the national aviation sector and to the fulfilment of Angola's international obligations.
