ANAC RECEIVES TRAINING IN AIR TRANSPORT FACILITATION

During the last two weeks of February 2025, the National Civil Aviation Authority (ANAC) held a specialised training course on Air Transport Facilitation, which took place at ANAC's premises and was attended by stakeholders.



The Head of the Facilitation Department, Edna dos Santos, was in charge of co-ordinating the training and the expert Alejandra Cortez shared with the trainees her vast experience in the area, acquired in Latin American countries that are signatories to the Chicago Convention.
During the programme, the expert led the Basic Facilitation Course, which was attended by representatives of the airport management bodies SGA and ATO, TAAG, SME and AGT. This training was crucial to strengthening the Facilitation System in Angola, emphasising the fundamental role of each institution with airport responsibilities.

Subsequently, the technicians in ANAC's Facilitation Department received the Facilitation Inspector and Instructor Course, which enabled them to complete their certification process and guarantee the technical skills needed to carry out their duties effectively.
The training included visits to the 4 de Fevereiro and Dr António Agostinho Neto International Airports (AIAAN), and recommendations were made for improving the infrastructure and services. Among the main suggestions for the new airport were the improvement of airport signage, the reorganisation of border checkpoints, the creation of a transport centre to be located before the access road to AIAAN, and the improvement of signage along national road 230, ‘Estrada de Catete’, thus optimising services and ensuring the satisfaction of all users of the new infrastructure.

Likewise, concerning documentation, it was recommended that the Airport Operator and Air Operator Regulations should be separated, suggesting the creation of two Aeronautical Technical Regulations No. 30 A and B. In addition, the Quality Control and Training and Certification Programmes, which are currently being developed to consolidate the legal framework for Air Transport Facilitation in Angola, were assessed.
The assistance and training provided represents a historic milestone for Annex 9 in Angola, as the country will become a regional benchmark in this area, being the first state to have a complete legal framework for Facilitation and the certification of FAL inspectors and instructors.

The team was fully committed and made the most of the expert's experience, actively participating in discussions and presentations of practical cases recorded by Angolan civil aviation, with the aim of improving their resolution techniques.
At the closing ceremony, the Administrator for the Security Area, Emanuel Candengue, thanked the trainer for her willingness to carry out the Air Transport Facilitation training in Angola, which will be followed up by the specialist remotely until the objectives set in the training are completed.
